HERITAGE ENVIRONMENTAL SERVICES Heritage Environmental Services, LLC. (with corporate offices at 6510 Telecom Drive, Suite 400, Indianapolis, Indiana 46278) is submitting an application for a Residual Waste Transfer Facility permit for our facility located at 3866 Millers Run Road in McDonald, Pennsylvania to the Pennsylvania Department of Environmental Protection (PADEP). Heritage plans to operates a commercial residual waste transfer facility and will operate a 10-day storage facility for non-hazardous and hazardous wastes in transport. Incoming residual wastes will be stored temporarily and may also be solidified and/or bulked for transportation off-site and disposal. The facility will also operate as a transportation hub for Heritage Transport and service center for Heritage Environmental Services. Various tank trailers, vac trucks, roll-off-boxes and frac tanks may be stored and serviced at the site. Fuel will be dispensed to Heritage Transport vehicles for transportation services. Heritage will provide hazardous material emergency response services and may stage emergency response equipment at the site. Heritage is not proposing a design alternative under 25 PA Code 287.231 at this time. Copies of the application will be filed at PADEP Southwest Regional Office at 400 Waterfront Drive, Pittsburgh, PA 15222-4745 and at the Cecil Township Municipal Building at 3599 Millers Run Road, Cecil, PA 15321. Cecil Township and Washington Township may submit comments to PADEP within 60 days of receipt by PADEP of the application and may recommend conditions upon, revisions to, and approval or disapproval of the permit with the specific reason described in such comments. PADEP will also accept comments from the public on the application.
